A brief change in the rules

Hello, everyone!
I'd like to announce a minute change to the rules list. You no longer have to inform an admin about a finished thread, but I request that you change the title name so it includes finished in parentheses. An admin will then be through to clear up the finished threads to make room for the new ones. This is to clear up the inboxes of Admins and Mods.
